Nordic Report Urges Stronger Action on AMOC Impacts

The Atlantic Meridional Overturning Circulation (AMOC) is what keeps the North Atlantic relatively warm — and, by extension, gives the Nordic countries the milder climate they have. Climate change is slowing it down. A full shutdown remains unlikely, but scientists now think it could happen at lower levels of global warming than previously believed. If it did, Northern Europe would cool significantly while food production, energy systems, and livelihoods all took a hit — even as the rest of the planet continues to warm.

“The AMOC is a critical component of the climate system in the Nordic region,” explains Aleksi Nummelin, Research Professor at the Finnish Meteorological Institute. “While the future of the AMOC remains uncertain, the potential for its rapid weakening or collapse is a risk we must take seriously. This report consolidates current scientific knowledge and emphasizes practical steps for mitigation, monitoring, and preparedness.”

Key Messages from the Report

  1. It is essential to advocate for robust mitigation efforts aimed at achieving decarbonization and net-negative emission targets. Until the probability of the AMOC crossing a critical threshold is better understood, a precautionary approach has to come first. The risk of collapse grows with any additional warming — or any prolonged period above a 1.5°C rise. Limiting further warming is not optional.
  2. Long-term funding is crucial for maintaining key observational networks and developing an early warning system for the AMOC. That system needs to bring Earth observations and model simulations together and feed directly into policy decisions so that responses can happen quickly. The new EU Ocean Act opens a real door for coordinating this work.
  3. While the future of the AMOC remains uncertain, its collapse could have severe and differing impacts on the Nordic countries compared to other regions. Climate adaptation strategies need to be built for flexibility — able to hold up across a range of possible futures, not just the most likely one. A potential AMOC collapse also has to be treated as a genuine risk, one that demands proper risk management frameworks at every level of governance.

The report is the product of a genuinely collaborative effort, drawing on both Nordic and international expertise.

It grew out of the Nordic Council of Ministers’ ‘Nordic Tipping Week’ workshop, held October 21–24, 2025, in Helsinki and Rovaniemi, Finland — a gathering that reflected Finland’s Council Presidency theme of resilience. Scientists from physical oceanography, social sciences, and other disciplines came together there to work through the complexities of AMOC dynamics and what they mean beyond the ocean itself.

Coordinated by the Finnish Meteorological Institute, the report draws on research from multiple Nordic and international institutions. Part of what prompted it was an Open Letter sent by climate scientists to the Nordic Council of Ministers in 2024, arguing that the risks of a potential AMOC collapse had been underestimated.
